My telegram of 29th March and previous correspondence on anti-piracy guards. Agreement for utilisation of extended police guard organisation by shipping companies now reached companies paying full cost of guards. Recruiting of White Russians from Shanghai Northern Chinese from Wei Hai Wei and Indians from India is required and is in hand. It ishoped to commence service partially early in July and to supply all companies in the agreement by the end of July but exact date will depend on progress of recruiting.
